The Town Council of Manzanares El Real is committed to informing website users of its policy regarding the treatment and protection of users and clients’ personal data that it collects from them when viewing the site or using the services offered therein.

By personal data we mean any numerical, alphabetical, graphic, photographic, acoustic or any other type of information relating to an identified or identifiable natural person.

Who is the personal data controller?

For the purposes of the General Data Protection Regulation (EU) 2016/679, (hereinafter GDPR) and current regulations on personal data protection, we inform you that any personal data you may provide while using the website www.manzanareselreal.org (hereinafter ‘the website’) will be processed by the Manzanares El Real Town Council as data controller (hereinafter ‘the Town Council’) with CIF P2808200F and registered office at Plaza del pueblo 1, 28410, Manzanares El Real (Madrid).

The Town Council shall only be responsible for and ensure the confidentiality and security of the personal data processed by the Town Council for the purposes listed in this document, and shall not be held responsible for any processing and subsequent use of personal data that may be carried out by third party information service providers acting outside the website.

Are you required to provide your personal data?

Visiting the website does not require the user to provide any personal data. Nevertheless, the use of some of the services available on the website require filling in forms with personal information and the use of cookies.

The information collected through different forms on the website is minimal and necessary to provide the services requested. The refusal to provide data marked as necessary will entail the impossibility to provide the requested services adequately. Likewise, you may provide information on a voluntary basis so that these services can be delivered in the best possible way.

The processing of your personal data by the Town Council is covered by your request for the services made available to you through the website or, where applicable, by the consent requested for the purposes set out previously, which you may withdraw at any time. Your data will be kept for as long as necessary to fulfil the purposes for which they were collected and during the legally required periods for any possible liabilities arising from them.

Personal information provided by the user will not be shared with third parties, unless this is necessary to provide the services requested, and the user has expressly accepted their communication. Your data may exceptionally be shared with other Public Administrations if the request requires it or if there is a legal obligation.

What responsibility does the user have?

You will be responsible to ensure that the data you provide to the Town Council is true, accurate, complete and up-to-date. For such purposes, you will be held responsible for the veracity of all the information supplied and you must keep it updated, so that it reflects your current situation.

Likewise, you will be held liable for false or inaccurate information you provide through the website and your data and for direct or indirect damages that this may cause to the Town Council or to third parties.

What legal rights does the user have?

The Town Council hereby inform users that the exercise of these rights is personal, so that only the user himself may exercise said rights regarding the personal data of which the user is the legitimate owner. Nevertheless, and in cases which are accepted under exceptional circumstances, the professional representative of the user may exercise the rights of the latter under the terms set out above, provided that the aforementioned communication is accompanied by the document certifying such representation.

The Town Council hereby cautions that the exercising of the aforementioned rights by a third party who is not legally authorised by the user could mean the commission of the offence of discovery and disclosure of secrets pursuant to the second section of Article 197 of the Criminal Code, punishable with prison sentences of from one to four years or a fine from twelve to twenty-four months; without detriment to other consequences which the perpetrator must face as a consequence of any civil or administrative actions to which both the legitimate user titleholder of the personal data as well as the Town Council were entitled.

Is it safe to provide personal data?

The Town Council will treat personal data at all times in strict confidence and will maintain the necessary duty of confidentiality, consistent with the requirements of applicable data protection legislation, using appropriate technical and organisational measures to prevent your personal data from alteration, loss, misuse or unauthorized access, taking into account the state of technology, the nature of the data stored and the risks to which they are exposed.

Can the Privacy Policy change?

The Town Council reserves the right to modify the current Privacy Policy in order to adapt it to the new applicable legislative developments. In this case, the amendments made shall be announced on the website and/or by email with a reasonable advance notice prior to their implementation.

Recommendations to users

The Town Council advises users to use the latest versions of computers programmes, since they integrate better security measures.

The Town Council also advises users to use the security mechanisms available (secure Web servers, cryptography, digital signature, firewall, etc.) to protect the confidentiality and integrity of their data as necessary, since there are risks of identity theft or breach of communication.

The Town Council reminds users that the Internet is not as safe one would wish, and they must take the necessary and appropriate technical measures to prevent unauthorized processing of their data.

The Town Council warns users that whenever they provide personal information over the Internet by means of email, news groups, discussion forums, etc., they should bear in mind that said information can be collected and processed for purposes which are not desired by the users. Consequently, the Town Council recommends to users to find out information about the confidentiality and privacy policies of the online sites they visit.

The Town Council warns users to bear in mind that, unless they use encryption mechanisms, email on the internet is not secure. Email messages and discussion forums may be the object of falsification and identity theft, which should be taken into account whenever they are used. If users do not want to publish their email address, they should configure their browser so that they do not leave their email address on the web servers they access.
